There's a reason why PC games no longer come on CD. Not only were they useless at preventing piracy, they wer𒈔e an annoyance to the consumer. And those that just provided download codes were a waste of money to produce. Why are you suggesting we should go backwards just because things used to be a certain way? Do you really believe that people don't prefer the alternative? If that's the case, coincidence would have it that I'm a bridge salesman, and I've got one with your name on it.

You're an outlier. So much so that I'm having a hard time believing you. If people with 4090s are experiencing issues at the same resolution, I highly doubt your AMD is more performant. Like, forget 4K. What we expect is the game to not tank at 1440P WHILE using an upscaler. We expect vertices to not explode all over the screen. We expect the game to not s🧜tutter for the first five minutes upon entering a new area. We expect the GPU to handle DirectStorage, rather than the CPU. We expect high resolution textures to not require 16 GB of VRAM when ꦅthe "high" option only uses around 4 GB. We also expect frame generation to not be a hard requirement. The issues with this game are inexcusable when there are other games with much higher graphical fidelity that don't perform anywhere near this bad. Ironically, you can look at CP2077 for a really good example.

An entry level PC that can pl🌞ay anything you throw at it will cost a fraction of that. You're describing something that plays at 4K+, and tries to target more than 120 frames consistently. ꦍMost people don't want/need that. You also have to think of a PC like an investment that'll be used for more than just gaming. If you're gonna buy a workhorse, make it work. It'll eventually pay for itself.

Why? In the past, Rockstar had an excuse for this. GTA IV was a horrible flop of a port because they didn't bother to properly retool it for the PC. They essentially did a direct ♏X360 to PC port without bothering to put optimizations in place due to the architectures vastly differing. The 360 was based on PowerPC, not x86 like today's consoles. They caught a lot of flak for this, though, and since GTA V released relatively close to the Xbone, it makes total sense that they'd wait for the One's tooling to be released in order to make the PC port not only easier, but considerably more refined. In today's age, most multiplatform games are developed side-by-side, and Rockstar really doesn't have an excuse this time around.
