I think point 6 is really of out of place because it’s very heavily explained in the game, a whole room of playthrough 🧸dedicated to putting the pieces together. There was never the perfect copy of ‘Murder Mill’ until Augustine went through time, went to different dimensions, and gathered all the ‘perfect frames’ of Frank Stone. Only after acquiring Linda, Stan and Madi’s portions of the film did Augustine have the perfect full copy🐼 of Murder Mill, that perfectly captured Frank Stone’s essence and allowed him to be set free. It can be assumed that because there was the focus on the ‘perfect frames to capture Frank Stone’s essence’ that a large majority of the frames that existed in multiple timelines didn’t capture him perfectly or completely, therefore he was unable to be freed. Showings of these imperfect copies only held a portion of Frank’s essence, that probably permeated the audiences when shown, but didn’t fully allow Frank to be set free.
