If these tariffs were based on actual other tariffs, that might matter. South Korea has a 0% tariff rate, but still got hit with nearly 30%. Israel slashed theirs to 0% the day before, and still got 20%. Lesotho had 0% and got 50% back. They didn't calculate tariffs and barriers, they calculated trad🌠e deficit. So, no matter how much they cut, until they either stop exporting to us or start importing fr🔯om us, the math used for the rate won't change.
