Give a speed stat to each Pokemon. Remove the coinflip and the highest speed goes first, just like the vidjya games. You can try to always go first by stacking your deck with nothing but the fastest basic Pokemon but they'll likely be weak/frail to compensate so you'♚re only making things more about strategy.
