I'm going to say the NES. Early titles were pretty bare-bones, but thanks to developers being able to add extra hardware to cartridges as technology improved, games at the end of the console's life cycle were very impressive. Compare Super Mario Brothers to Kirby's Adventure and you'll see what I mean. This is technically true of any cartridge-based system, but I think the NES was able to take advantage of the biggest leap in tech from its launch to its discontinuation.

While I do like the Horus Heresy for its focus on legendary characters like the Primarchs, it's pretty much all Space Marines all the time. That takes out a lot of what makes 40K so compelling, so I definitely prefer the base setting overall.
