The Impermanence Heron can be found near Camp Overwatch in the Desorock Highland region. You can get there by following the path north from the Resonance Nexus near the Rearguard Base.

How To Beat The Impermanence Heron
The Impermanence Heron is a bird-like Tacet Discord that attacks with slow, decisive wings. While the Impermanence Heron has less parryable attacks than other world bosses, most of its attacks have forgiving dodge windows, making avoiding its attacks simඣple with a bit of practice.
The Heron's main form of attack is its triple-wing attack. It will first swipe to either side, then follow up with a large slam attack to its front. If you can dodge through this series of attacks, you'll be in a good position to deal som𓄧e damage to the boss.
The Impermanence Heron will also occasionally fly up into the air before performing a parryable dive attack. The timing on this parry is pretty tight, so you can opt to dodge out of the way🌱 if you aren't confident you can parry it in time.
Similarly, the boss may fly high into the air before quickly slamming down, dealing high damage in an area. Either get out of the area where the boss will divebomb, or dodge at just the right moment to avoid this attack.
