The Arathor Courier's Satchel is looted from a treasure in Hallowfall called the Windswept Satchel.
This can be found on a ledge on the left side of the Priory of the Sacred Flame. At the coordinates 30.23, 38.75, the Windswept Satchel will be hanging off the corner of the ledge and can be looted on any level character.
You can get this item on as many characters as you want. Additionally, it can be transferred to others in your warband until it is equipped.
How To Get To Hallowfall
The quickest way to Hallowfall is through the Coreway, a giant tunnel found on the left side of Dornogal in the Isle of Dorn. Traveling through it will bring you to the Ringing Deeps; once here, turn left immediately, and you will find the Hallowfall Gate.
You can also access Hallowfall by traveling northwest from Azj-Kahet, following the large river that runs up through the area. A portal to Azj-Kahet can be found in the bottom-right of Dornogal, at The Fissure.
