Russia has a powerful army and the capacity to expand it through a thriving arms industry. This makes it easy to intervene in your areas of interest, particularly during the Ottoman-Egypt crisis and the battle for German leadership between Prussia and Austria.
Before you unpause the game at the beginning of a new campaign, be sure to set up colonization efforts in Central Asia, Sakhalin, and Hokkaido. The first lets you quickly integrate the Kazakhs into your empire, while the latter two give you opportunities for whaling and gold mining. An early war against the Japanese Shogunate for full coꦏntrol of Hokkaido is usually an easy win.
Once you've annexed the Kazakhs, pushing south into Persia and Afghanistan gives you access to rare resources like silk and opium. The only resource Russia can't easily come by is rubber. If you're thinking about producing automobiles in the late game, consider laying the groundwork by seizing some Pacific Islands from the British or the Dutch.
Great Qing, when controlled by the AI, is often willing to ally with Russia, and your combined might is usually enough to force concessions out of Britain if the Opium Wars happen. Should You Overthrow The Tsar Or Remain A Monarchy?
Politically, Russia is by far the most autocratic of the Great Powers at the start of the game. The aristocracy has a stranglehold on your laws, and Tsar Nikolai is content to keep it that way. You might be able to sneak some reforms in here and there, usually by putting the Orthodox Church or the Industrialists into your government, but don't expect too much change during Nikolai's lifetime.
The Intelligentsia start the game suppressed - turn this off before unpausing to get extra Authority and prepare for Aleksandr's reign.
Once Nikolai dies (historically this happened in 1855 but could occur as late as the 1900s if you're unlucky), his son Aleksandr takes the throne. Aleksandr aligns himself with the Intelligentsia, paving the way for rapid reform if you can keep the aristocracy from rebelling. Keep a close eye on their approval - if they rebel while their political strength is still high, you'll never win the ensuing civil war.
The best way to limit the power of the aristocrats is to abolish serfdom as soon as possible. Replacing peasant levies with a national militia ꦕor professional army also reduces their overall sℱtrength.
Ultimately, your goal should be to abolish the monarchy during Aleksandr's reign. If Aleksandr dies before this, Nikolai II becomes tsar and hands power right back to the aristocrats. At that point, your only option is revolution if you want to keep up economically with the more modernized of the Great Powers.
If you enacted Lasseiz-Faire earlier in the campaign, you should be able to help the Industrialists and Intelligentsia build up enough clout to form a coalition capable of instituting a new government type. From there, it's up to you whether you want to pursue a capitalist or communist system.
