The Equestrian Center in The Sims 4 Horse Ranch can be found in the Old Appaloosa neighborhood of the new world included in the pack, Chestnut Ridge.
However, you can't travel directly to the Equestrian Center from the travel map, unfortunately. The fastest way there is to travel to Duke's Hall park, which is just to the right of the Equestrian Center itself when viewing Chestnut Ridge f𒁃rom the overworld map.

The Equestrian Center And Competitions Are Rabbit Holes
Though there are plenty of competitions to enter and spectate, you can't see inside the Equestrian Center while your Sims are using it.
Any competitions, trainings, or adoptions take place in menus or rabbit holes, with the result shown in a push notification after the activity is complete.
What Can You Do At The Equestrian Center?
Not only are you able to train your horses in Jumps and Barrels in the lot out behind the Equestrian Center, but by clicking on the building itself, you'll be offered a range of things to do.
