Once you reach the next floor, take a right. After defeating two dragonkin Sharpshooters, look for a break in the banister.
Once you find the break, hop down to the level below. You'll be able to see The Bard now. Go talk to him, and you'll be able to purchase a Primeval Regression Orbs for 10,000 gold. He'll have ♊three orbs in stock at a time, and you can revisit him to restock.
Later, you'll find him in the bard at the very end of the Strange Stench stage. This is the best location to revisit him throu𓂃gh, as he is just a te🦩n-second run away from the final Blade Nexus. When you revisit him in the future, this is his most convenient location.
