This quest has you capturing a final Fort before you tackle Windhelm itself in a bid to force Ulfric Stormcloak to surrender and end his rebellion. Unlike the Ba𒆙ttle For Whiterun, this will be an assault that will need you to carve a path through the defenders.

The Battle For Fort Amol

A man leaps into the air to slice an enemy archer inside a stone fortress

Before you can start the fight against Windhelm, Legate Rikke will send you to capture Fort Amol, a fortification just north of Ivarstead. This battle will be similar to the other ones that you have fought before. You need only deplete the Stormcloak troops to win the day.

Breaking the wooden barricades at the entrance to the Fort will help the Imperials break in more quickly while minimizing the risk from Stormcloak archers.

Once you have captured Fort Amol, return to the Eastmarch Imperial Camp.

The Battle For Windhelm

A soldier rushes a barricade inside a burning city

You will be immediately sent to Windhelm on your return. Go to the Windhelm Stables and run across the bridge to listen to General Tullius give his speech. As soon as the speech ends, enter the city.

Windhelm has been devastated by bombardments, with rubble blocking its streets. The paths that do remain are barred with wooden barricades. You will need to fight through groups of Stormcloak soldiers to reach the Palace of Kings and fight Ulfric.

Head west, breaking through the barricades leading to the forge, and turn north to reach the graveyard. Continuing north through the residential area will get you to the Palace of Kings🅰. A final group of Stormcloaks will block your way. Enter the Palace as soon as you can.

Defeating Ulfric and Galmar

A man prepares to smash a man laying face-down in the ground

General Tullius and Legate Rikke will join you as you stare down the two leaders of the Rebellion. After making initial demands and offers of surrender, Ulfric will choose to fight to the death. This starts a final battle in the throne room. You need to kill Galmar Stone-Fist and defeat Ulfric to bring the battle to its conclusion.

Both Stormcloak leaders are powerful warriors in their own right and will be challenging to defeat. This is complicated by the fact that Ulfric can use the Voice against you.

Your allies will likely attack Galmar first, leaving Ulfric for you. Denying Ulfric the opportunity to use the Voice against you is essential. Use power attacks, shield bashes and other stunning attacks to keep his Shouts at bay. Your allies cannot die and can be used as a form of protection against Galmar.

After being defeated, Ulfric will ask to be killed by the Dragonborn. You can grant his wish or let Tullius end him. With the leader of the rebellion slain, Tullius and Rikke will leave the Palace to give a speech.

In completing this quest, you have ended the Civil War with the Imperials winning.
