Thomas Jefferson Holt, or just Tom Holt, is the lone security guard of the Cedar Steel Mill who raises Sam's doubts and suspicions about his effectiveness, especially considering he's a heavy drinker. As Sam searches the mill for evidence of a crime, Tom joins him to look for his dog Merlin, who helps with security. The two become more acquainted as the chapter progresses.

Actor Mitchell Mullen voices the mill's sketchy night watchman. No stranger to being in video games, Mullen has previously voiced Greg in Dead Island 2, the characters Marzo and Khartak in Outcast: A New Beginning, and NPCs Fernund and Vashad in Horizon Zero Dawn. He's also the first to arrive at Gerant Manor and greets Madi as she makes it to the room where Augustine Lieber will soon make her entrance.

This overzealous horror movie buff and collector is played by Andrew Krueger, who impressively hasn't had many film roles nor voiced any prior video game characters. They've done mostly short films and stage plays, and one of their first major movie roles was Todd in 2024's The Man Who Saved the Internet with a Sunflower.
