It's very similar to when Andor had to disguise himself as an Imperial officer to aid the Rebellion.
When you last leave Kay before the credits roll, she takes command of the Trailblazer with ND as her co-pilot and says they can go anywhere they want. That's why it may be jarring to then see her disguised as an Imperial officer sneaking into the interrogation room to use some sleight of hand in giving her mother a lockpicking device to break out of the cuffs. Safe to say, Kay's mom appreciated the gesture.
