You simply need to bounce around from port to port, asking th♛e dockworker if their ship could take you into the Frozen Sea. Each will decline, until, that is, you travel to Mobelm. Talk to the captain of your ship, and you will be taken to the Frozen Sea. However, before you dive into the Frozen Sea, I recommend looking at your current party build.

Subier is pretty straightforward. So, the most important thing to have is a magic spell or two to block his big magic attack. Ideally, you have Fire Wall - and you equip that on a few party members - which will completely nullify any damage from water magic. Water Dance will help as✨ well, but it needs to be applied individually, meaning you will need to cast it constantly.

Navigating The Frozen Sea
Once you are on your ship, you'll be traveling along a series of narrow straights. Subier feels like one of the more obscure heroes to reach, as it seems like you need to complete a number of events before you can reach him and experience multiple time skips. However, even if he is in the part of the game where it makes more sense to figh🤡t enemies, you need to bear in mind that there is no BP Recovery Point before his boss battle. So, you'll either need to utilize your items, or you'll need to weave around these fishy foes.
Subier Boss Battle
Subier is immune to stun, paralyze, and sleep. So, you don't have the ability to steal his turn order. However, what he isn't immune to is blindness. As for his weaknesses, he is weak to swords, rapiers, spears, axes, fire magic, and wind magic. Obviously, as we already said in the team building section, you really want to have fire-based attacks on every party member. The second Subier has his vortex up, and the water layline is in play, you need to pound him with fire spells. He heals a pretty large grip, so that is absolutely something you can'🌄t allow to𝓀 fly.
The majority of this battle is going to be fending off Subier's lance attacks, so having characters who are sturdy in the front low (in a formation where the front is able to cover for the back), and bracing for the Tidal Wave attack. If you don't have some kind of defensive spell to fend that Tidal Wave off, you aren't going to win this battle. You need to have an answer, and the best answer is the Fire Wall spell.
You will be able to target Subier's trident when he has made himself immune to any spell/weapon types that he isn't weak to, but I'd say the better approach is t♛o, you know, always attack those weaknesses.
Game Plan Summary
You are going to hammer Subier with a steady string of fire elemental attacks. Buff the defense of your frontline defenders, or weaken Subier's physical attacks (with something like the Bonecrusher attack) so that he isn't causing too much damage with his physical skills. When his Tidal Wave is on deck, cast Fire Wall.
If you don't have Fire Wall, you're going to want to have characters casting Water Dance constantly, keeping your entir꧂e party resistant to water damage (this will work, but it will stretch the fight out). If you follow this pattern throughout the fight, you should walk away with the win.
