10 Shahbaz' Spirit
Good Against Flying Enemies
Although it looks cool, Shahbaz' Spirit is an Athra Surge that you'll rarely use. It mostly serves one purpose: killing flying enemies, and not much else.
Don't get us wrong, it serves that purpose quite well, but you have a lot of other tools to deal with flying enemies, like your Chakram, arrows, or more versatile Surges.
9 Bahman's Breath
The Weakest Level Two Surge
Bahman's Breath is really underwhelming for a level two Athra Surge. Healing is rarely necessary outside very specific situations, and the AOE knock-back that would give you breathing room against groups of enemies is better done through other, actually damaging surges.
Even though it is the first level two Surge you unlock, you'll be better off equipping two level-one spells most times, unless you're really struggling with healing.
8 𒊎 Wind of Sistan
Useful When Surrounded
A very decent tool for dealing with groups of weaker enemies. It works well as a panic button to give you space aജnd time t💫o act. Unfortunately, it is only viable against ground opponents.
Wind of Sistan pairs up well with something like Vayu's Wave as a tool to cull down groups of smaller opponents who might otherwise overwhelm you.
7 Verethragna's Smite
Powerful, Versatile, Fun To Use
This is a powerful spell, and one of the strongest level one surges in the game. It deals quite a decent amount of damage and is versatile. It is also the first surge you unlock, so you'll learn to use it quickly.
It can beꦉ used against groups of enemies (as long as they are close to each other), breaks shields and can also be used against bosses as an invincibility tool.
6 Hadhayans' Might
Good, But One-Dimensional
Hadhayans' Might is not worth a level two slot. It is a better version of Wind of Sistan, but it would just be better for you to use two different level one surges for the same purpose.

The Strongest Level One Surge
This is a more versatile version of Verethragna's Smite. It serves a similar purpose, but is usually safer to use and more reliable

4 Arash's Ray
Jack Of All Trades
This is the strongest level two surge in the game. It works in all possible situations you might find yourself in, and deals a lot of damage. It is one of the strongest tools against the multiple gauntlets that the game throws your way♏.

You ca🤡n aimౠ it with time slowed down, which makes it perfectly functional in dealing with groups, flying enemies and even bosses.
3 Bahamut's Rage
A Magic Nuke
This is the best AOE surge in the game, but is the weakest of the level three Athra Surges. It is one of the coolest looking abilities in the game, but spending a level three Athra bar into a tool that mostly functions as a nuke for weaker enemies doesn't feel that rewarding.
It also isn't useful against bosses, as those are always duels or a fight against two enemies at most.
2 Rashnu's Judgment
The Best-Looking Surge
It might not be the strongest Athra Surge in the game, but it is def༺initely the best-looking one. It is also extremely powerful. This is fantastic at dealing with groups of enemies and can be used to great effect in boss fights or versus strong, single enemies.
It allows you to easily parry attacks, including unparriable ones (red-warning). Its only downside 🃏really is the fact that, although it works well as an AOE, it only deals with grounded enemies, not flying ones or those who are above or under you in some way.
1 Soul Of Gilgamesh ౠ
The One To Rule Them All
This is the strongest Athra Surge available, and the game itself knows it. It doesn't play as fancy of a cutscene as the two other level three Surges, but it turns you into a literal god. You get access to longer combos, your dash is much faster, you take considerably less damage and deal a lot more.
