Unlike some Persona spinoffs set during (rather than after) a mainline title, there's no indication the main cast forgets the events of Tactica's adventure, making discerning the game's canon timing all the more imperative for us hardcore fans. Here's our best shot at answering that question.
When Does Persona 5 Tactica Occur Relative To Persona 5 Royal?
If you're a purveyor of the Reddits and the like, you may have already seen some folks begin to piece this puzzle together. In that case, we hope this article at least helps to organize it all for you - we were just as in-the-dark as anybody at one point. Persona 5 Tactica never expressly confirms its placement - likely to aid in it feeling less alienating for those with a more marked fascination with the series - but it almost certainly occurs during Persona 5 Royal's third semester.

There is a wrinkle in all of this. It doesn't negate the above, but it does paint 'Repaint Your Heart' in a separate shade of canon. Prior to the launch of Persona 5 Tactica, it was commonly presumed that the Phantom Thieves would forget everything that happened, a la games like Persona Q2. While that (thankfully) didn't pan out, it is the case for the DLC.
There's simply no way the writers could have tackled 'Repaint Your Heart' otherwise, given when it's set within Persona 5 Royal, and who the key players are in its plot. 'Repaint Your Heart' concludes with a memory wipe to avoid conflicts with the canon. It's not ideal, but we're glad it isn't true across the board with this game.
