In order for the scene to play out as beneficially as possible for Riley and Jacob, you'll need to be careful about how you interact with Charlie and Violet before reaching the Community Center. Follow this guide to create a "perfect run" for this section!

How To Enter The Community Center
The Community Center is on the right side of town, across the bridge below the flag. However, can only go there when prompted - if you try to enter the Communty Center before or after this pivotal scene, you won't be able to, even if the gate is open.
Once you've placed transmitters at both Charity Point and Tootega Falls, you'll overhear a radio conversation between Olivia, Charlie, and Violet. They're planning to use the radio equipment in the Community Center - which doubles as the Parentage church in town - to disrupt Riley and Jacob's attempts to close the Gate. Before traveling to Garland to plant the final transmitter, you'll have to reach the Community Center before the kids do and destroy the broadcast equipment.
How To Destroy The Radio Equipment
The Community Center is unlocked but empty when you arrive; it consists of three large floors with several staircases, plus a fire escape at the rear that you can use to travel quickly between floors. The radio equipment that Olivia needs is located in the basement, the entrance to which is hidden under a box in the first floor storage room, behind the altar. The basement door is held shut by a radio lock, which requires a specific frequency in order to open.
Check the wall under the set of stairs nearest the main entrance; inspecting the poster there will cause Riley to notice a number, 75.6. This is the frequency that you need in order to open the radio lock, but your current gear can't reach a wavelength that low.
Go to the attic and check the shelves on the right. You'll see an item labeled as a strange gizmo. This is an upgraded radio that lets you tune into frequencies as low as 50.0 and as high as 150.0! Take it, then return to the radio lock. Tune your new radio to 75.6 - you should hear a sound as the screen near you lights up. Keep the radio tuned to 75.6 until the screen's progress bar fills, and the lock will open. Climb down into the basement and destroy the equipment there.
If you're using a controller with a vibrate function, you'll feel a rumble when you're on the correct frequency!
How To Get Olivia's Radio
When you climb back up after destroying the equipment, Olivia and her friends will arrive. You can eavesdrop on their conversation for as long as you like, but once you climb fully out of the basement and into the storage room they will automatically notice you. During your conversation with Olivia, an entity will appear; Olivia will attempt to tune her radio to open a Gate in the middle of town!
Olivia will first run to the attic; when she arrives, she'll start tuning her radio. Once she finds the correct frequency, the Gate will begin to open. She won't stop until you walk up to her and try to take the radio away; simply follow Olivia up to get the radio as soon as she starts tuning.
If you start walking upstairs during the conversation, you'll have a head start on Olivia.
When you reach Olivia, the entity will fling the radio downstairs and to the right. Olivia will take the straightest route - down the right-hand stairs - and slam the door if she reaches the radio. She's faster than Riley, so you won't be able to beat her in a straight-up race. Instead, go out onto the fire escape and climb down to surprise Olivia from the rear door.
If you didn't try to apprehend Violet at Charity Point, and gave her directions on how to get back to town, she'll delay Olivia briefly on the stairs. This slows her down enough that you can potentially beat Olivia to the radio, even with the longer route that you have to take.
The entity will shake things up again, sending the radio to the left side of the second floor. Your path is blocked by debris, so you'll need to go downstairs to the first floor and back up via the stairs near the entrance. If you stoppཧed Jacob from hitting Charlie at Tootega Falls, Charlie will stop Olivia for a moment, giving you extra time.
When you reach the radio for the third time, the entire building will rotate ninety degrees. Olivia will start climbing the banisters on the right like a ladder; do the same on the left side to chase her. Climb to the floor above you, then to the next set of banisters. At the top, take the radio from Olivia to stop the summoning and restore the building to it💜s original state.
If you complete this sequence without ever allowing Olivia to find the correct frequency, even for a moment, you'll earn and Achievement or Trophy called On Top Of Things.
