Similar to many other items that improve the facilities of your base, the recipe to craft storage batteries is also locked behind a third level memetic in the Logistics tree. Once you have unlocked the “Solar Generator“ memetic that allows you to begin energy production on your base using solar panels, you will then be able to unlock the “Electrical Kit”.
