Where To Find Shady Sam's Location
If you're looking to buy lockpicks, potions, and poisons, Shady Sam is your guy. You can find him along the outskirts of the Imperial City, hiding in an alcove along the wall. He's🎀 there day or night, waiting for customers to come f🎃ind him.
He'll bolt at the first sign of trouble, so don't bother running to him if the guards are chasing you. Shady Sam won't fight for you or stick around, and you'll have to wait a while for him to ꦺcome back. After all, he's a business man–not a hero.

Fast travel to the Chestnut Handy Stables to the east of the Imperial City, then trek north while hugging the city wall. You'll find Shady Sam, dressed in all black, waiting for you.
Talk with him to start bartering. You can try to haggle, but you aren't able to play the persuasion mini-game or bribe him to increase his disposition. The deal you get is solely based on your personality and mercantile skills, so you might get ripped off early on.
Armand Christophe from the Thieves Guild sells lockpicks at five gold a piece, though you have to buy them one at a time. Meanwhile, Shady Sam sells them for six gold but you can buy in bulk from the menu.
