1. Shady Sam – Outside the Imperial City

Shady Sam has a bottle for sale northeast of Chestnut Handy Stables. He stands along the outer walls♊ o♛f the Imperial City and will beckon you as you pass by. He also sells poisons, other potions, and lockpicks.

Nordinor has five bottles for sale in Bravil, in the alley between The Fair Deal and Silverhome On The W𓂃ater.

Bravil is a massive Skooma hotspot even aside from Nordinor, as you can find several sources of Skooma inside the Skooma Den, directly above Carandial's House.

Inside Bravil's Skoom Den, you'll find the following people, each with multiple bottles of Skooma on their person.
