Completing this objective requires additional exploration and some puzzle-solving, but before any of that, you're required to make a choice - help the nearby partisan cell to carry out their mission or reveal their plan to Erich.
It's a tough call that you have to make in the middle of an already-stressful game. We'll take you through the entire partisan storyline so you can continue with the game satisfied that you made the right choice.

How To Unlock The Partisan Mission
Giulia's boyfriend Lapo is a member of the Italian Communist Party and fighting alongside the resistance against the fascist rule in the summer of 1944 when the game takes place. This complicates their relationship, as Giulia's father Erich is a German general. Fearing a possible attack on himself or his family (and using Martha's death as convenient propaganda against the resistance), Erich orders patrols around the villa.
When you encounter a firefight between Erich's soldiers and a partisan in the woods, proceed along the path toward the lake. When you hear an explosion and a scream, Giulia will immediately turn toward the source. Follow the left-hand path, and you'll find what's left of Lapo, who stepped on a land mine.
Giulia finds a letter addressed to her on Lapo's body, but before she can finish reading it the SS soldiers shoot her, believing her to be a partisan conspirator. Miraculously, she survives, and gameplay resumes when she wakes up at home. Get dressed, then go into the washroom to find your bag and finish reading the letter. Lapo has left Giulia a phone n♊umber to call in case anꦉything happens to him - which, obviously, it has.
When you go downstairs, the hallway phone will ring - 🎶answer it to learn how to summon the White Lady and to unlock the ability to make phone cal🌞ls.

The person who picks up the phone is one of Lapo's comrades. He asks Giulia to scout nearby tank positions and cut the telephone wire leading to the nearby bunker, then to use a telegraph to report the information. After the phone call, Giulia ponders whether to help the partisans or to report them to her father.
How To Complete The Partisan Mission
Regardless of which path you choose, you'll still be able to carry out the spy mission. If you report the partisans to Erich, he instructs Giulia to follow their instructions but tell him everything. Once you've made your choice, collect the tailor shears from the basement if you haven't already done so. Next, go to the telephone pole near the bridge that leads to town - if you get too close to the chapel, a cutscene will trigger, but this won't prevent you from completing the mission.
Climb the telephone pole and look to your right - when your view is centꦛered on the German tank in the dis🌜tance, Giulia will note its location. Cut the telephone wire on your right, then climb back down.
Once you're back on the ground, go to the animal barn on the opposite side of the property. If you haven't yet been there, you can reach it by following the same route you would use to go into the forest, but continue straight instead of turning right into the woods.
How To Find And Use The Telegraph Machine
Across from the goats you'll find the telegraph machine hidden in the feed bins next to a noisy generator. It sends and receives messages using Morse code. Use the reference panel to craft a message to the partisans by clicking on words in the order you wish to send them, starting with their code phrase "Town On Fire." The game recognizes a few dif𒆙ferent variations - you can use the chart below for each message and response.
After crafting the message, you'll need to send it using the dashes and dots of Morse code. Using your left mouse button or RT/R2 button, tap out the message - short button presses for dots and longer button presses for dashes. If you get a letter wrong you'll have to start over at the beginning of the word (not the entire message).
The shorthand code words used in the telegraph sequence are abbreviations of Italian words rather than English - that's why, for example, "near" is abbreviated as "VCN;" it's short for "vicino."
When the partisans respond, you'll need to decode their message. If you're fluent in Morse code, good on you - for the rest of us, use the bottom panel of the reference to decode the words. Starting at the top, follow the dotted or dashed lines in order until you arrive at the correct letter. When you think you have the correct word, click on it.

After receiving your new instructions from the partisans, go into Erich's study and photograph the military map on the wall. As with all storyline photos, be sure the settings are correct and tha👍t the print is developed properly. Giulia will꧃ automatically assess the shot to determine whether it is satisfactory.
Once you've developed a usable print, hop on your bike and go to the crossroads past the telephone pole. If you haven't yet inflated the bike tire, you can find the air pump on Irene's bike in the foyer (the same room in which you placed the flowers for Martha's wake).
At the crossroads, turn left. Just before the field of red flowers with a cross, you'll see an abandoned windmill. Leave the photograph of the map under the door and return to the telegraph machine.
You'll need to let the partisans know that you've left the map for them, and they will respond with new instructions as follows:

The partisans now want you to scout a German weapons cache somewhere in the woods, steal a flag to prove its existence, then hang the flag from the telephone pole to signal the resistance. The area is marked on your map, but when you visit the spot you'll find a locked iron gate. You'll need to find another way in.
How To Steal The Flag From The German Bunker
Head down to the lake and use the motorboat to go out onto the water.
This step must be done𝓀 in either "The Burial" or "The Graveyard." If you try to do it on the way to communicate with the White Lady the morning after the funeral, Giulia will automatically turn the boat around if you try to go ꦫanywhere but the island.
Keep the shore on your left and look for a concrete culvert dug into the hillside. You can dock there and enter the tunnels. They may seem like a maze, but all paths lead to the same place. The quickest way to proceed is to take the first two right turns you encounter.
You'll find the German armory, but you can't take the banners from the walls here. Instead, proceed to the other side of the room and keep left. You'll come to the soldier's dormitory, which is empty. Take the flag hanging on the wall over the desk. You can also read a lette🌞r home from the soldier who shot you earlier, as well as a new camera skin.
Oddly, Giulia won't get in the boat if you return to the dock. Instead, leave the dormitory and turn left immediately. You'll come back to the iron gate, which you can unlock from the inside to emerge much closer to the house.
Climb up the same telephone pole you used earlier to spot the tank. Once the flag is placed at the top, your mission is complete. You'll earn the achievement "The Lovers" for finishing Lapo's final request.
Be sure to complete the mission before going to the family crypt. Once you retur▨n many of the steps will become difficult, if not imposs෴ible, due to the conditions at the villa.
Does The Choice Matter?
Ultimately, the fate of the partisans is the same no matter what you do - while they succeed in storming the villa and killing Erich at the game's climax, they are rounded up and shot shortly thereafter. Whether Giulia kept quiet, told Erich, or didn't complete the mission at all, their fate is sealed - you'll hear about it on the radio as you bike towards town for the finale.
