Roxanne is an odd addition to Thunder Junction, but she can definitely bring a lot to your Commander pod. Her ability to ramp up mana each time she attacks can quickly get out of hand, g♒iving you access to huge creatures and devastating spells that will leave your opponents seeing stars.
The Commander
Roxanne, Starfall Savant is a Gruul (red/green) 4/3 Cat Druid that costs three generic, one red, and one green mana to cast. When she comes into play, and again when she attacks, Roxanne creates a tapped Meteorite token that deals two damage to any target when it enters the battlefield and c🐼an be tapped for one mana of any color.
She also synergizes with artifact tokens, adding one more mana of any type produced by that artifact token when tapped.
Notably, her final ability, increasing mana generated by artifact tokens, isn't limited to her Meteorites. Treasure tokens will generate an extra mana when they're used, and if you manage to make a token copy of Basalt Monolith you'll have infinit🍒e mana immediately.
Copying artifacts is a tall order in♔ Gruul colors, but Cogwork Assembler is colorless and inexpensive.
At five mana Roxanne is a little slow to get into play, but you've got access to all the green ramp and red rituals in order to get her out earlier, netting the Shock effect from her Meteorite token an▨d even more mana the following tu⛄rn.
It's important to note that Roxanne gets her Meteorite every time she attacks, not every time she deals combat damage. With only three toughness and no evasive abilities, this can make it chall🍬enging to get more Meteorites into play.
You'll definitely want to include several ways to remove her from combat or prevent damage so that 🍷she can safely swing before doing her best Cowardly Lion impression when something big blocks her.
Ro🔯xanne will also benefit from multiple combats, allowing h♉er to summon more Meteorites each turn, and she offers a unique way to play around mass land destruction by focusing on mana rocks as your primary mid- to late-game mana source.
Building The Deck
Once Roxanne, Starfall Savant comes into play your mana will start to run away with you, so you'll want several big mana dumps to pour it all into. But she's also a little pricy, so even with her wild mana amplification, you'll still need to ramp up early on in order to get her into play.
The focus on ramping means that this deck can play just fine if your commander never comes into play, but will be much more effective with her on the battlefield producing Meteorite tokens and amplifying your token mana. Svella, Ice Shaper, is a good lieutenant to include in your deck, as she is also capable of producing mana-generating tokens with the added benefit that they can be used immediately when they ඣcome into play.
Roxane only produces her Meteorite tokens when she comes into play or when she attacks. Without blue in her color identity there aren't many ways to return her to your hand or flicker her, but she does have access to all the extra combat effects in red. Taking advantage of those extra combat phases and kಌeeping Roxanne alive through them will be your k♑ey to success.
There aren't a ton of ways to generate mana-producing tokens (aside from treasure tokens), but with green you do have lots of ways to duplicate them. While these spells were intended for creature tok🅰ens, the lack of type-specific text will allow you to abuse them for fun and profit.
Finally, since you'll be making an obscene amount of mana you'll want several ways to spend it. You can definitely incl🧔ude a few expensive bombs like Old Gnawbones or Brightsteel Collosus, but flexibility is important, and why not poไur all that mana into some big, flashy Fireball effects?
Ramp
♌You'll want to include the standard green ramp package: Nature's🔯 Lore and Three Visits to grab an extra land on your second-turn, Cultivate and Kobama's Reach to get them on the third and guarantee a fourth-turn land drop.
Remember that Nature's Lore and Three Visits both search for a Forest card, not a basic land, so you can use them to grab your dual land🦹s to fꦺix your mana base.
A couple of mana dorks like Llanowar Elves and Elvish Mystic will help, but you'll find Birds of Paradise to be more useful for its ability💛 to produce red mana early and block a 🦹flying attack later.
It's tempting to include Meteorite as a thematic mana rock, but since it costs five generic mana for the same effect you'll get the first time you cast Roxanne, you should pass, instead saving them as your Meteorite tokens, since they're functionally identical except 𝔉for ma🦹na cost.
Replicating Ring, on the other hand, is a fine replacement for Commander's Orb as your three-mana rock, with the possibility of producing a bunch of tokens that Roxanne can buff up later.
Eight upkeeps might seem like an unrealistic time to wait to duplicate your Replicꩵating Ring, but with green's access to token and counter 𒅌doubling effects, you'll get there sooner than you think.
Falling Star Wars
Players have favorably compared Roxanne, Starfall Savant to Svella, I⛦ce Shaper, since both produce mana rocks that hang around and keep on returning on the investment. But while Svella benefits from being able to untap frequently, Roxanne really only shines when she can charge into combat. So you'll want plenty of ways to get extra combat phases into your turn.
Aggrevated Assault is your best friend in this deck. Costing only three mana to play and five to activate, this enchantment can pay for itself about a turn after Roxanne comes into play, providing more combat steps the more mana you have available.
Hellkite Charger serves as🌠 a backup plan, providing the same effect at a higher cost, and offering an easier target fo👍r removal.

Fog is a basic green instant that prevents all combat damage for one green mana. Usually you'd use this to protect yourself from your opponent't big push, leaving them tapped out, but you can also use it to ensure that Roxanne will survive being blocked if your oppon💙ent buffs the Raging Goblin you thought you could safely swing in💫to.
Remember Anzrag, the Quake-Mole? After casting Fog or a similar effect and activating his ability to require blockers, you've just gain💧ed infinite combat phases, Meteorite triggers, and, by extension, damage to any target. 🌸GG!
Constant Mists is a reusable Fog, allowing you to sacrifice a land when you play it to return it to your hand. With Roxanne producing Meteorite tokens this is no major drawback. Combined with your extra combat effects it will still be a net increase to your mana base.
Winds of Qal Sisma is ♕another Fog effect, but as long as you control at least one creature with power four or greater (like Anzrag, Karlach, or Roxanne herself) it onlyꦍ affects your opponent's creatures, providing you safety and letting you swing for damage.
Maze of Ith also provides reusable, single-target protection. You can swing with Roxanne ev🐲ery turn, and immediately tap Maze of Ith to untap her and remove her from combat as soon as your opponent declares a blocker♛.
Finally, there are a few🎀 ways to make creatures indestructible, most notably Darksteel Plate. This has the benefit of only needing to be attached once, so y🦩ou can save cards in your hand for later.
Double Or Nothing
As discussed earlier, Gruul is limited on ways to duplicate artifacts, but green has a surprising number of ways to get extra tokens. While these were almost certainly intended for making more creature tokens, you can use their ambiguous wording to generate a ton of extra Meteorite tokens, as well.
Doubling Season and Primal Vigor both cause Roxanne to produce two Meteorite tokens with each attack, giving you an extra four mana the following turn and four damage to distrib🐽ute when they come into play. If both are in play at the same time they'll both go into effect, netting four Meteorite tokens and eight damage!

Roxanne makes tapped Meteorite tokens, but they come into play tapped because of her effect, not because of an effect on the card. This means duplicating Meteorit💦e tokens already in play will create untapped tokens.
As a sorcery, Second Harvest is a one-shot effect, but it will duplicate all Meteorite tokens in play. Costing only four mana, this will pay for itself immediately if Roxanne and at least two Meteorite tokens are in play, but it might be a better idea to hold off until you can copy a whole stack of Meteorites for an enormous ⛄ꦆamount of damage and mana.
Finally, effects that copy triggered abilities can affect both of Roxanne's abilities, increasing both the numbe𓃲r of Meteorite tokens she creates and the mana bonus she gives to tokens. Mosꦇt of these effects only target a single triggered ability, but Roaming Throne affects both.
X Marks The Spot
Once Roxanne gets going you'll have access to an obscene amount of mana, which is only useful if you have a way to spend it. Expensive spells are good outlets, but you don't want to get caught with a hand fu❀ll of expensive spells that you can't play until later. Thankfully Gruul offers a wide variety of spells with variable mana costs, so that ou can scale them to your needs and resources.
The classic red spell is Fireball, a sorcery w🎀hich costs X generic and one red mana to deal X damange, and it can be divided between targets by paying an additional one generic mana per target.
This makes for a variable effect, and there are several variations available to choose from. Comet Storm is an excellent option which essentially allows you to duplicate the damage for each additional target rather than divide it between them. For enough mana 💯you could hit all o♏f your opponents at once, or eradicate an entire army, all at instant speed.
Devil's Play is a great variation on Fireball: Although it only allows you to hit a single target, it has flashback so you 𒈔can use it again the following turn.
Nobody expects burn from green, which makes Hurricane a bit of a sleeper pick. You can't target anything with it, but for X generic and one green mana you can deal X damage to each creature with flying and each player.
Sure, that means that you'll take damage, too, but don't forget that you have access to Stream of Life, which will allow you to g✃ain X life for the same cost.
Green has access to lots of Hydra creatures which can come into play with +1/+1 counters based on how much you p﷽ay, and Outlaws of Thunder Junction introduces Goldvein Hyd✤ra, a perfect addition to this deck.
This creature costs X generic and one green mana and comes into plಞay with X +1/+1 counters on it, plus it has haste, trample, and vigilance, allowing you to immediately strike out at your opponent. Even better, when it dies you'll see all those +1/+1 counters turn i﷽nto treasure tokens, letting you play something even bigger to replace it.
Deck Tech
Without clone and flicker effects to trigger Roxanne outside of combat, you'll need to get creative to earn extra Meteorite tokens. Blade of Selves will copy Roxanne when she attacks, earning you extra M🔯eteorite tokens for every 🌌other player.
The cloned Roxannes from Myriad won't stick around, thanks to the Legend Rule, but they'll have already done their job. Helm of the Host, on the other hand, will create a nonlegendary copy wi🐬th haste each combat, earning you more and more triggers.
You'll already be generating a lot of artifact tokens, so why not add Hellkite Tyrant as an alternate win condition? Swing at your opponent with the most artifacts with this 6/5 flying, trampling dragon and steal all of their artifacts, an✨d then win during your upkeep if you have at least twenty.
A controversial option is to include mass land destruction. Once you have a few Meteorite tokens in play it'll hardly affect you to lose your lands, so you can play Impending Disaster or cycle Decre🔯e of Annihilation with relative impunity.
If you include Crucible of Worlds or Conduit of Worlds you'll be able to recover your lands from your graveyard, or include Strip Mine and destroy an opponent's land each ๊turn.
