The Premier Darts and Wind Darts are both purchased from Ben's Funky Wagon, but this location isn't marked on your map, nor is it stationary. Ben's Funky Wagon is one of those shops run by a moving vendor. So, you'll need to track him down. You should be able to find him on the west end of Downtown Street. He's often close to the southern entrance to Lantern Street.
