You will need to bring an Epic Pickaxe with you in order to break apart the Rough Sapphire deposits. After upgrading to the Epic Crafting Bench, you can craft an Epic Pickaxe with the following recipe:

Dangerous enemies lurk inside the Frostland's caves. Make sure to go with strong weapons, lots of healing items, and a plan to just book it out of a cave if things go south.

How To Make Cut Sapphire

Collect as much Rough Sapphire as you want, then bring it back to your village to turn it into Cut Sapphire.
