Once you've found the shipwrecked town of Fleet's End in Horizon Forbidden West: The Burning Shores, you can immediately take part in a side quest to learn more about the Quen Emperor's secret police, the Board of Compliance. It's also a chance to explore the sourthern area of the Burning Shores and familiarize yourself with the expansion's new boat travel mechanic!
Completing this side quest is a great first step in the Burning Shores, since the reward is a Legendary Outfit! Combined with anything you purchase in town, you'll be well-equipped for the rest of the story.
Where To Find Theoa
Immediately below your position after the initial conversation with Admiral Gerrit, you can speak to a Quen named Theoa. She doesn’t say much, but asks Aloy to meet her at a burial ground northwest of the settlement.
Look for a campfire near the burial ground and wait for Theoa to arrive. She’ll ask you to investigate a pair of islands to the southwest. You can go 💦immediately using Seyka’s skiff, or wait until later⛦.
The Smoke Signal
The eastern island is easily spotted thanks to the smoke signal over it. Land the skiff on the northern beach and save at the campfire, then climb the hill to investigate.
The💮re are two Datapoints near the campfire, don’t forget to scan them! One is easily spotted on a nearb💮y piece of junk, while the other is behind the ruined Rex Mex restaurant.
A pair of Apex Ravagers and a pair of Leaplashers are patrolling the hilltop, with a Quen named Rokomo trapped on the ruin above. Destroy the machines, and he’ll drop a ladder down to you. Climb up and spea💯k to him, then move on to the next obꦬjective.
There are several chests on the island, as well! Be sure tꦐo check the following locations:
- In a safe on the ruined bridge, behind Rokomo.
- Directly under the ruined bridge.
- South of the bridge, under a truck by the shore.
- In Rokomo’s tent, north of the bridge and east of the campfire.
Search The Island For Survivors
The western island also has smoke visible, and you’ll see a flock of Waterwings as you approach. Gather the Medicinal Berries underneath their nest if you need to refill, then use the Pullcaster to grapple your way to the top.
Check the supply chest under the central pillar, then set traps; the ༺Wat🔴erwings wait to attack until you approach the Quen campsite, so use this to your advantage!
The meadow north of the nest has plenty of Skybrush that you can use to heal.
Waterwings are weak against Fire. They frequently choose to land and attack from the ground, so a melee build is more useful than it m🃏ight seem against these birds.
Once the Waterwings are destroyed, search the dead Quen at the campsite and investigate the purple icons that appear on your Focus. Examine the dead Glinthawk, building supplies, and bedrolls; Aloy will piece together what happened here.
Open your Focus and look for tracks just southwest of the camp. Follow them to a hilltop thicket on the south side of the island, where you’ll find a corpse. Search it, then scan for another set of tracks. Follow them to the nearby beach and examine the drag marks.
Once Aloy is done investigating, go to the tower on the island’s western shore. You’ll see a thermal geyser near the building’s foundation; wait for it to subside, then stand on it. When it fires again, jump and deploy the Shieldwing to float up to the nearest climb point.
Climb and grapple your way to the top of the tower, where you’ll find a holo-projector. Activate it and collect the chest at the back of the room, then glide back to the skiff and cast off.
Enki’s Boat Wreck
East of Rokomo’s island you’ll find the churning gyre that sank Enki’s boat. There’s a beach to the north where you can go ashore before diving below to search for the wreck. If you want, you can also explore the area north of the beach to find a Shelter and restock your supplies.
Under the water, you’ll find a Tideripper swimming a short patrol route. Hide in the Stealth Kelp and wait for it to pass by, then grab the Focus caught in the net tangled on the Tideripper’s tail.
Equipping an outfit with Low Profile, such as theღ Utaru Harvester, can help, but isn’t strictly necessary,
Once you have the Focus and have investigated both islands, sail to the shore south of Fleet’s End and have a chat with Rokomo. If you’re in need of Seabrine Kelp for any of your crafting projects, there’s a patch of it in the 💙shallows to the west of the Tideripper.
Rokomo is on the beach east of the wrecked Quen flagship. Talk to him, then return to Theoa near the Herbalist’s shop in Fleet’s End. She’ll give you the Quen Deadeye outfit, an exceptionaಌl piece of kit for a ranged stea🅺lth build!
