Best Relics And Planar Ornaments For Blade
Other than your Light Cone, you'll get most of the damage boost from your Relics and Planar Ornaments. For Blade, the best sub-stats you can look for are HP Percent, Crit Rate/DMG, and ATK Percent. Unlike other characters, Blade doesn't require as much SPD since you'd want him to be attacked more while also letting his Skill last for as long as possible. Best Light Cones For Blade
You can only put the Light Cones with the Destruction♊ path on Blade if you want to activate the special ability, but you still have a ton of choices w♕hile building him in Honkai: Star Rail:

If you read the scaling for Blade's attacks, you'll realize that his Talent deals the most damage and it also attacks all the enemies, which makes this the priority for upgrades. On𝐆ce you're done with the Talent, you can upgrade his Basic Attack followed by the Ultimate. This will make your Blade 💟a good damage dealer already.
You can upgrade his Skill last since the DMG boost you get from that isn't too high. Finally, mak𝓡e sure you upgrade all his Bonus Abilities and other nodes wherever possible.
