Energy Recharge is the most important stat for your Electro Traveler since their battery effectiveness scales from Energy Recharge. Furthermore, because the Traveler's Elemental Burst has a high energy cost, the best weapon for them will be a Sacrificial Sword or The Skyward Blade, since it has a bonus stat of Energy Recharge.
With this in mind, you'll want to capitalise on this innate strength and build them as an off-field battery support. Using their elemental skill and burst will provide a boost to energy recharge and particle generation. As a bonus, their Elemental Burst is excellent for dealing continuous off-field Electro damage, and it gradually restores energy to the current on-field character. This does mean that your Traveler isn't going to get much screen time on the battlefield, but you will want to swap to them to throw out an elemental skill and burst whenever it is available.

Having them as the main on-field DPS and triggering reactions will mean pumping them full of Elemental Mastery.
In terms of weapon choice, you will want to use one that has Elemental Mastery as its bonus stat. A great free-to-play option is the Iron Sting which can be forged in-game, or the Dark Iron Sword, which can be found in Liyue. If you happen to have a five-star Freedom-Sworn swor💟d lying around, this would be your best option by far.
This build will definitely be fun to play around with. The problem is, you would almost certainly have better characters to fill that role by the time you unlock Inazuma. Equally, the Dendro Traveler would work better supporting another Electro like Keqing in this sort of build.

Talent Priority For Electro Traveler
Talents are super important for increasing the effectiveness of your characters. At the cost of Mora and some materials, each four and five-star unit has three talents that can be levelled up from one to ten, and the order in which you do this📖 can be impor🍸tant.
Generally, getting your favourite character's talents to level six across the board is a good baseline. For the Electro Traveler, you'll want to prioritise in this order: Elemental Skill first, Elemental Burst second, and then Normal Attack last if at all. For a support build, you can choose not to level the Electro Traveler's Normal Attack Talent, since they won't be using their Normal Attack at all.
