The enemies in Mega Man 2 aren't designed around having to deal with the angles that the metal blade is able to hit them with.
And it isn't just the ability to fire in multiple directions, the metal blade hits hard. So, it must be slow to compensate for all these weaknesses, right? Not a chance; it is blindingly fast.
