How To Begin Where The Wind Blows
Starting When the Wind Blows is pretty straightforward. Either consult the Community Board in Kalm, which is our recommended approach for this one, or bump into Mildred out in the Grasslands, which is going to♓ happen more by chance than intention.
By taking the side quest at the Community Board, Mildred's location will be marked on your region map, saving you the trouble of finding it yourself.
Note that you'll be unable to find quests at the Community Board until after you have acquired your chocobo, Piko.
Crafting The Windmill Gear
This is a multistep process. The most important piece, if indeed there is one, is the Windmill Gear Transmuter Chip. You'll obtain information on where to find this key item upon completion of the Grasslands region's Lifesprings.

Chadley will inform you of your destination for this item automatically after you have interacted with the Lifesprings in the Grasslands, so high tail it there, and rely upon your trusty choco💖bo to dig it up.
You will also need one Quetzalcoatl Talon. This is a key ingredient in its own right; the only way to acquire a Quetzalcoatl Talon is by defeating the titular creature itself through the Grasslands Classified Intel quest.
As luck would have it, you'll unlock the Grasslands Classified Intel by finding every Lifespring, so as you can see, it all links together.
Last and💎 arguably least, get your hands on the following common resources:
- Two chunks of Iron Ore
- One chunk of Lea Titanium
- Five Beast Bones
Repairing The Windmill
Now that you have everything you need, enter the Item Transmuter screen, scroll to the farthest-right category, and craft the Windmill Gear. Presto! We have what we need.
Now deliver the finished Windmill Gear to Mildred, who will be grateful to get this vital energy-pumping machine up and running again. Return to Broden to complete this side quest (and learn the surprisin🐎g explanation for the poor fellow's illness).
