The Emperor of Sanbreque, Sylvestre Lesage, proves himself to be a truly nefarious and coldhearted ruler throughout the course of FF16's narrative. As the ruler of the most powerful kingdom in Valisthea, he does not hesitate to use his might to conquer smaller and less powerful nations nearby. With The Blight taking over large portions of Sanbreque, Sylvestre has been more motivated than ever to expand his rule, but some believe there is more than just conquest driving his actions.
In spite of Sylvestre's ruthlessness as an emperor, his son, Dion, makes it clear that Sylvestre's recent actions are largely a result of the influence that those inside his inner circle have had on him. Sylvestre may be willing to cross the line in order to benefit his kingdom, but there may be more sinister forces at work, causing him to be uncharacteristically cruel.
5 🐼 Barnabas Tharmr
Barnabas is the king of Waloed, the sole surviving nat🧸ion on the continent of Ash. Waloed is known for its military might, allowing it to continue its dominance of Ash in spite of the constant attacks from the surrounding orc and goblin encampments. Barnabas himself is a significant part of why other nations fear Waloed, as he is the Dominant of Odin, the Eikon of Darkness.
The might of Odin and Barnabas cannot be questioned, even 168澳洲幸运5开奖网:among other Eikons, but his motivations and goals are kept vague and undefined for a large portion of the game. Even after beginning to piece things together, Barnabas remains a character shrouded in mystery, with Waloed's chaotic actions often disrupting the plans of FF16's heroes.

The Dominant of Garuda, Benedikta Harmon, is more than willing to use her power to get what she wants. Her loyalty to her home of Waloed only extends as far as the isolated nation can benefit her, and she's shown a proclivity toward wooing men in order to gain their loyalty and devotion.
Of course, when all else fails, Benedikta can call upon Garuda, the Eikon of Wind, and lay waste to most obstructions in her path. She may not be the most stable of enemies, relying heavily on her magic and the power of her Eikon to maintain her sense of self-worth, but she's one of the most manipulative and cunning women in the realm.
3 Anabe🐓lla Rosfield
If the members of FF16's main cast are playing their own "Game of Thrones," then Anabella is undoubtedly winning. The sophisticated, sly, and treacherous Duchess of Rosaria begins the game by showing her true colors, and continues to force her way into increasingly elevated positions of power as the game goes on.
While Anabella does not have any abilities of her own, she knows who to align herself with in order to control those who do. Her so🎃ns, Clive and Joshua, are both attuned to the a🍸ether, with Joshua in particular being the Dominant of the Phoenix. As such, Anabella treats her younger son as her most prized possession, rather than her beloved child.
2 Ultima
From the moment of his introduction, Ultima is a terrifying foe. His mere look is enough to send chills down most spines, with his ominous eyes, pale skin, and otherworldly adornments alluding to his immense level of power. It doesn't help that few have even lain eyes on Ultima, let alone attempted to stop him.
Ultima spends much of the game temporarily sealed away, but he still manages to influence the events that unfold throughout the land. Above the petty struggles of kings and castles taking place through Valisthea, Ultima would see the corrupt and fallible humans ⭕wiped♔ from the planet, in order to make way for a new era.
1 ᩚᩚᩚᩚᩚᩚᩚᩚᩚ𒀱ᩚᩚᩚ Hugo Kupka
Among all of FF16's villains, Hugo Kupka manages to intimidate and overpower his opponents like no other. He used his own power, influence, and intimidation skills to secure a leadership position within the southern desert region of Dhalmekia, acting as a "special advisor" to the kingdom's council of rulers.
Kupka uses his Eikon, the Earth-based Titan, to ravage his foes in battle, control his colleagues in politics, and pillage the land at will. Even his ea🍌rliest actions manage to shake the dynamic of Clive and company in a way that makes him stand head and shoulders above the other villains of the game.
