In Fallout 4, settlers are NPCs who can be recruited to inhabit and work in your settlements. Settlements are player-controlled locations scattered throughout the Commonwealth.

Settlers are essential for the growth and prosperity of your settlements, as they perform various tasks, such as farming, scavenging, guarding, and operating shops.

Before you can start attracting settlers to your settlements, you need to gain access to the settlement-building feature in the game. To do this, you should progress through the early-game main questline until you reach Concord.

There, you'll encounter Preston Garvey and the group of settlers he leads. Completing the When Freedom Calls quest in Concord will unlock the Sanctuary settlement and introduce you to the basics of settl😼ement 🎃building.
