In the upper left side of the map, train tracks are heading towards Old Gas. On those train tracks, just outside Warehouse 7, you'll find the train car you're looking for.

Inside of it, a grey folder will spawn. Once you pick it up, you must extract with it.

The fold🍒e𒁏r has multiple spawn locations inside the train car.

Also, there's a chance that the Dorm room 220 key will spawn inside the train car. It has a low spawn chance, but on the off-chance that it does appear, pick that up too. You can hand it in as an optional task objective to Skier.
