Where To Find Fuel Cells
So, you've just been tasked with finding Fuel Cells. If this is your first time encountering🅘 the item, then you probably also need to 🌜gather Salvaged Metal at the same time (after reaching your first scavenger camp).
Fuel Cells are found around these scavenger camps. When you spot a camp, take out any enemies, and then look around. Any available Fuel Cells will be lying on the ground for you to pick up. Sometimes, you may find Fuel Cells near larger chunks of Salvaged Metal, allowing you to quickly gather both.
Struggling to find scavenger camps? Look around the rocky areas and keep your eyes peeled for any bits of buildings/structures that poke out. While it can be hard to find one initially, they aren't too uncommon. If you are playing with others, split up and search rocky land.

Loot a camp, take their Fuel Cells (and other resources), and then continue onto the next known location. You can add as many looting stops as you want; when you're done, just loop around to the first location. At this point, the Fuel Ce🍬lls may have respawned, allowing you to collect them aga♎in.
This also means that the enemies respawn, so you'll need to take them out again. If it's been a day or two since you've looted a specific camp, stay cautious.
