Naturally, though, you can't get all the skills immediately. First, you must acquire upgrade points, as this is a video game. Six of those points are given to you during missions, meaning you get them automatically. For the others, you need to head to specific terminals on the map. And you can find them in the following locations.
Relic Upgrade Location One
This relic upgrade is in the EBM Petrochem Stadium, which is a place you visit very early in the game. You can use fast travel to get back insi𓆏de🐻.
Inside, you will find a marketplace. Head to the north-most end of it.
Look for the statues of football players with a few machines in front of them. The relic terminal is in an area behind them.
Relic Upgrade Location Two
You can find a relic upgrade terminal just north of the Heavy Hearts Club pyramid.
It's a part of the dilapidated building. So, head into the construction area to the right and go up the stairs.
From there, follow the path around to find the terminal on the wall.
Relic Upgrade Location Three
The third upgrade terminal is across the road from the Heavy Hearts Club pyramid to the southwest. Above that road is a bridge that you get atop.
From there, look to the southwest to see a tall, partially destroyed building. It will say &quo♔t;Hotel" and "Casino" on it.
Climb to the most destroyed part using the crane. Once you reach the top, you will notice the terminal next to a set of stairs.
Relic Upgrade Location Four
This is one of the most annoying upgrade terminals to get because it's in the middle of a gang hideout.
The hideout is part of the Luxor Wellness Spa. To reach it, don't go to the main entrance. Instead, enter the building on the southwest side.
Once inside, you will ꧃have pl🍒enty of enemies to deal with.
The terminal is in the room that contains what seems to be an old swimming pool.
On the left side of the pool, you will find a turret and, a bit further down, a pillar with the terminal on it.
Relic Upgrade Location Five
You may notice this one while playing the Lucretia My Reflection quest because it's near where you get in the car with Reed.
It's underneath a large building, just east of the basketball court.
Once there, you will see it behind a little fence.
Relic Upgrade Location Six
This one is inside a parking structure that is clearly no longer in use, southwest of your hideout.
Approach it from the north and head up the ramp into the structure. Once you do, you will se✤e plenty of stalls and things of that nature.
The terminal will be on the wall to your left.
Relic Upgrade Location Seven
You can find this relic on the southwest side of the Dogtown map. It's inside a large building that has a screen that says "Massdriver".
It's also the home to a gang hideout, which may cause you some issues.
The terminal is on the top floor, on the western side. It's in a long room filled with ammo and supplies. To be more specific, it's sitting between two broken windows.
Relic Upgrade Location Eight
It isn't too hard to find this one, as it's right next to your hideout building.
So, drop down to the area below the entrance to your hideout and head towards the fast travel point.
The upgrade terminal is right next to it.
Relic Upgrade Location Nine
For this one, you must drop down into the area to the west of your Dogtown hideout.
D🍌own here, you will find a gang 𒆙hideout. So, prepare for some action.
Go deeper into the hideout and down the tunnel. You will end up in a large room with a smaller control room inside it.
The terminal is inside the control room. If you have enough techni🦩cal ability, you can open the door.
If you don't, head downstairs in that room and find the exit hatch. It's next to the large pipes, just below the office.
Open it up to gain access to a crawl space. Make your way through that space to the ladder. Climb the ladde෴r to reach the office where the terminal is waiting.
