This graffiti is located right after you leave V's apartment. Simply turn left after you exit the door, and you will see the Fool graffiti.

The Sun Tarot is located near V's apartment building, on the right side of the tunnel.
The World Tarot Location
This tarot is located in a tricky spot. You will need to come to Misty's chakra harmonization center in the Little China area. Head to the back of the shop, turn right, and take the elevator after you exit Misty's place from the backdoor.
Go to the rooftop of the building by taking the stairs after the elevator and turn right, you will see the World tarot on the wall.
The Chariot Tarot Location
You can travel the Metro: Zocalo fast travel point to reach the Chariot Tarot easily. Enter the passage under Tom's Diner, and turn right. You will find your Chariot Tarot there.
The Empress Tarot Location
Fast travel to the Afterlife fast travel point. You will see the Afterlife Nightclub entrance on your left, and you can find the Empress Tarot u😼nder the stairs.
The Magician Tarot Location
You can see the Magician Tarot right after you travel to the Sutter ST fast travel point. It is located under the pink bridge that is across the road.
The Emperor Tarot Location
After traveling the California & Cartwright fast travel point p🦩ass through💞 the tunnel, and turn left. You will see the Emperor Tarot.
The Lovers Tarot Location
The Lovers Tarot is located at this fortified locked complex. Travel to the Drive-In Theater fast point to reach here. You can scan this tarot without entering inside. Go around the walls from the right side, and after you reach the big billboard you can scan the Lovers Tarot.
The Hierophant
Go down to ladders after you fast travel to the Japantown West. You will see a tunnel, The Hierophant Tarot is located on the left wall of the tunnel.
