In general, a character's opinion of another is influenced by their respective beliefs and past deeds. However, if all else is equal you can rely on common ground to bridge a gap between characters.
Languages are a useful way of pushing a character's opinion of you up to the point where you need it to be. This becomes more complex as you deal with more far-flung realms, but there are advantages to becoming a learned polyglot!
What Do Languages Do?
Every character in Crusader Kings 3 starts knowing one language, determined by their Culture. Every Culture has a primary language, ensuring that characters of the same Culture always have at least some level of common✱ ground. If two different Cultures share a language, then characters from both Cultures will have an easier time interacting with one another!
Normally, characters suffer an Opinion penalty with characters from a different Culture - the fewer traits the two Cultures have in common, the greater the penalty. If both Cultures speak the same language, however, the maximum penalty is reduced even if they share no other traits.
Additionally, a character who speaks a foreign language - classified as any language other than that character's native tongue - suffers only half the normal Opinion penalty when dealing with characters of other Cultures that speak that language.
If a character knows more than one language, a pair of lips will appear to the right of their portrait﷽ on their info screen. Hover over it to see which languages they sp🍸eak!
Lastly, if a ruler has vassals of different Cultures than their own (which is very common as the game goes on), discontented vassals are less likely to rebel if the ruler is fluent in their language.
How To Learn Languages In Crusader Kings 3
All this means💜 that speaking several languages can help keep a diverse realm together, or help negotiate marriages and alliances with other rulers.
Every character can learn at least one foreign language without penalty. With the right stats and traits, a character can stand to learn several more, as 🍬follows:

If you know more languages than your limit allows - usually because your Learning stat has degraded - you will receive an event forcing you to choose a foreign language to forget or study harder, gaining Stress as a result.
Children may learn foreign languages spoken by other characters at the same court, especially that of their Guardian. Once you're an adult, you can gain a new foreign language by targeting a character who speaks it with the Learn Language scheme. If your Dynasty has the Language Scholars Legacy, this scheme is easier to execute. You can also improve your odds of success by employing a skilled Court Tutor if you're of King or Emperor rank.

Court Languages
This section only pertains to campaigns with the Royal Court DLC enabled.
Royal and Imperial Courts all have a single tongue designated as their Court Language. Your Court Language can be seen and changed from the lower left corner of the Court Grandeur menu.
A Court La💧nguage determines that base level of Grandeur that a Court has, before taking amenities and other fac༒tors into account. This baseline scales with two factors:
- The number of Counties in the realm that speak the Court Language (i.e., have a Culture with that Language).
- The number of other Courts in the world that speak the same Court Language.
Additionally, your base Grandeur will be higher if your ruler speaks the Court Language - notꦡ always a given in a world full of foreign c♚onquests!
You can change your Court Language forไ 750 Prestige once every five years. You can only change your Court Language to one that your ruler speaks, either as their native or a foreign tongue. A small kingdom adopting the Court Language of a large empire stands to have a higher base Grandeur - especially if that empire breaks up into smaller realms!
