How To Start Investigate The Suspicious Toys
When you first arrive in Rivington, head south to Arfur's Mansion. It's directly at the foot of the path you take from the Shadow-Cursed lands. You'll recognize him by his brightly-colored clothes and loud personality. He's shouting at the refugees who are squatting in his home.
The homeowner has hired help to throw the refugees out of his home (though that's not what they were originally paid for). You can tell Arfur you'll help him evict the interlopers, or you can take the refugees' side.
If you throw out the refugees, Arfur will take up residence in his home, complicating the next part of the quest. If you convince Arfur to go elsewhere, he begrudgingly goes, but something makes him uneasy.
You can undercut the Guild by offering your services to Arfur at half-price or for free. Note t♐hat this makes the hired thugs unhappy, but you can convince them to leave, which will pressure Arfur to give🍸 in to your demands.
You can investigate the house regardless of your decision, but the main goal is to head straight back into the workshop area.
How To Get Into Arfur's Basement
Arfur won't be happy to have you snooping around, hence why this is easier if he's gone because the refugees won't care if you loot his home. In the workshop, you'll notice a hatch that's locked. Using your stealthiest character, pick the lock on the hatch and slip into Arfur's basement.
The place is loaded with fireworks traps at every turn. You'll need to disarm the traps and reach the other end of the room.
Look around, and you'll find a note about a donation of teddy bears. This prompts you to find and investigate the teddy bears, where it seems that the toys are rigged to go off when the refugees grab them.

How To Find The Suspicious Toys
Head to the Requisitioned Barn on the edge of town, where the donations are being kept. You can either talk your way in or sneak your way in. Talk to Manip Nestor and persuade him to let you l꧑ook around in the barn.
You can use to talk to the pig in the barn. You can ask if he's seen anything strange lately, and he'll tell you something smells funny﷽ in the next room.
If you prefer stealth, head up the cliff along the side of the barn. You can jump onto the roof and enter from there. You might suffer fall damage, but it will prevent you from being caught breaking into the barn.
is a helpful ritual spell to help prevent any fall damage.
No matter how you enter the barn, the toys are in a crate at X:83, Y:-108 at the northeast end. You'll have to disarm the traps before you touch the toys, or they'll explode.
Whether you detonate or disarm the traps, the noise will alert Manip Nestor, who will come running in, ready to arrest you. You can submit to arrest or explain what happened.
When you explain what happened, Manip Nestor needs extra convincing. You can persuade him however you like, prompting him to double-check the other donations just in case. In the meantime, he tasks you with confronting the man responsible for this. You just have to find him.

Where To Find Arfur Gregorio In Baldur's Gate
Head into the city of Baldur's Gate to find Arfur at the tavern, Sharess' Caress. He's in the showroom to the left where the drow are. Speak to him to catch him off guard. He'll bribe you to leave him alone, but you can press for more information.
You can take the bribe, but you won't find out who put Arfur up to it, and you'll have to figure it out on your own.
If you push him hard enough, he'll reveal that it all starts with the fireworks shop. They provide the packets of smoke powder, and that's all he knows. He'll even tell you the password to get in. You can also request all of his gold before parting꧃ ways, which he'll happily do before he flees fꦯor his life.
Alternatively, you can threaten to have him arrested or killed. You can also convince or intimidate him into turning himself in, where he'll tell you his fate is on your conscience. Otherwise, Arfur will simply flee and promise you'll never see him again.
Investigate The Fireworks Shop
Head into the Lower City to find the Felogyr's Fireworks. You can use the password Arfur gave you to access the second floor. You'll discover that the fireworks shop is run by Banite cultists assembling the explosives on the top floor (the one with restricted access).
You can explore the shop and break into the basement for additional information about its business endeavors with Gortash, but it won't advance the quest. You'll need to make your way to the top floor.
Talk with Avery about Gortash. You can get a free sample from the fireworks, a ﷺsmokepowder arrow, which you ca💜n use in the coming battle to take down the operation, or you can save it to use later.
Once you reach the top floor, it's safe to say that everyone in the building knows what's up and will stop you with force if you interrupt. That leaves you with one option to resolve the quest.
To stop the operation, you'll have to kill everyone inside the building. Luckily, there's an easy way to do this since you're in a fireworks shop. Carefully position your characters away from the blast and use fire arrows to attack the barrels of powder.
Fire-based spells and cantrips like and will work as well. This will take out most of the enemies o🌌n the upper floors, leaving you to deal with what's left.
The Flaming Fist soldiers and Steel Watcher outside the shop will also become hostile during the battle. Be prepared♋ to take them down quickly, or your party members are in for a difficult battle.
Once the enemies are dealt with, the quest concludes. The refugees are safe, and the exploding toys are no longer𓆏 in production.
